The purpose of the visit is revealed.
European Council President António Costa and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas arrived in Kyiv on Sunday, December 1, on their first working day in their new positions, Deutsche Welle reports.
The symbolic visit began a few hours after the politicians took office. They plan to meet with Ukrainian President Volodymyr Zelensky in Kyiv and assure him of support in the face of the Russian invasion, dpa writes. Also, according to DW, meetings with other members of the Ukrainian government, parliament and representatives of civil society are expected.

In my first visit since taking up office, my message is clear: the European Union wants Ukraine to win this war.

António Costa: We are supporting and will support Ukraine
“We have come to send a clear message: we support Ukraine and will continue to fully support Ukraine,” said António Costa at the beginning of the visit.
Kaya Kallas noted in a conversation with dpa that amid uncertainty with American support for Kyiv after Donald Trump's return to the White House, it is “extremely important that Europe shows that it is on its side.”
Kaja Kallas: Guarantee of Ukraine's security - joining NATO
“Of course, everyone wants peace and quiet and no flying bombs. But we must support Ukraine so that it has a strong position. The stronger it is on the battlefield, the stronger it is at the negotiating table. I think it's very, very important,” Kallas said.
Kallas called NATO membership the most reliable guarantee of Ukraine's security after the ceasefire. "If Ukraine decides to draw a border somewhere, the question is how can we ensure peace so that Putin does not move on and take additional measures," she explained. On a trip to Kyiv, Kallas and Costa are accompanied by the new European Commissioner-designate for Enlargement, Marta Kos, who is responsible, among other things, for Ukraine's integration into the EU.
New leadership of the European Union
The EU leadership was updated after the pan-European elections to the European Parliament, held in the summer of 2024. The head of the European Commission, Ursula von der Leyen, was nominated for a second term, which was the first such case in the history of the EU.
Former Estonian Prime Minister Kaja Kallas took over as EU High Representative for Foreign Affairs and Security Policy, succeeding Josep Borrell. Former Portuguese Prime Minister António Costa replaced Charles Michel as the new President of the European Council.
