The Kremlin is preparing for war with NATO.

The appearance of "green men" on the border of the aggressor country Russia and Estonia is the Kremlin's preparation of an information and psychological springboard for the likely upcoming war with NATO. This is said in an October 12 report by the Institute for the Study of War (ISW).

According to analysts, Russia has entered a phase of forming information-psychological conditions as a preliminary stage before the start of a likely open war.

"This event is the first time ISW has observed 'little green men' operating near a NATO state as part of a Phase 0 campaign," the report said.

As ISW has previously noted, "Phase 0" - is the initial stage of preparation for a larger level of warfare - specifically, a potential armed confrontation between Russia and NATO.
