German Intelligence: Kremlin Ready To Start A War With Europe "at Any Moment"

Moscow intends to test Europe's borders, and it could happen anytime, the head of the Federal Intelligence Service (BND) Martin Jaeger declared, bluntly calling Russia an "adversary" to Germany.

"Russia is hiding its intentions, but in reality it is seeking to test our borders. At best, there is a cold peace in Europe right now, which could turn into a hot confrontation anywhere at any moment. We must prepare for further escalation," he stressed on Monday, speaking in the Bundestag at the annual public hearing of Germany's intelligence chiefs.

Jaeger, who previously served as Germany's ambassador to Kiev, said hybrid attacks aimed at undermining NATO, destabilizing European democracies, and dividing and intimidating society have become "ubiquitous." "The frequency of such isolated incidents represents a new level of confrontation - a confrontation in which Russia views us as an adversary and belligerent," Jaeger said, referring to regular aerial provocations, cyberattacks and espionage by Moscow.

The BND chief also said: it is unacceptable to "sit back" while "our adversary knows neither rest nor respite" in preparing for war. "We are already under fire today," he emphasized, disagreeing with previous assessments by German intelligence.

In the spring, the BND and the Bundeswehr predicted in a report that the Kremlin would be ready for a "large-scale conventional war" against NATO by the late 2020s. After completing its aggression against Ukraine, Moscow would move forces to its borders with the Baltic states, from where it could launch an invasion of NATO territory, the report pointed out.

"We must confront our opponents wherever necessary. To do so, we will take higher risks, but in a controlled and consistent manner," Jaeger told the Bundestag.

From January through the end of September, Germany recorded 172 drone-related air traffic violations, compared with 129 and 121 for the same period in 2024 and 2023, respectively, according to Deutsche Flugsicherung (DFS), the federal air traffic control and air navigation services company.

In early October, dozens of flights were diverted or canceled at Munich airport, Germany's second-largest, due to the UAVs, affecting the plans of more than 10,000 passengers. Last Sunday, German Chancellor Friedrich Merz said Russia could be behind most of the drone launches over German cities and Denmark. He said the aim of these actions is espionage and spreading panic among residents.
