Belarus Is Preparing Changes To The Alcohol And Tobacco Markets

The parameters are laid down in the draft Tax Code-2026.

Belarus intends to index the rates of excise taxes on cigarettes and alcohol in 2026. The increase is planned within 7%, i.e. by the projected inflation rate. Such parameters are laid down in the draft Tax Code-2026, writes Myfin.by.

Next year, electronic smoking systems themselves, as well as systems for tobacco consumption, will also be considered excisable goods. Presumably, electronic cigarettes and systems for tobacco consumption will be subject to excise taxes at the rate of 3.24 rubles per piece, and e-cigarette liquid at the rate of 0.91 rubles per 1 ml (now - 0.85 rubles).

Belarus also raised excise rates on cigarettes and alcohol in 2025.

Earlier, officials said about the gradual convergence of excise rates on cigarettes with other countries that are members of the EAEU, including Russia.
