The abrupt change in the position of Donald Trump, who on Wednesday announced (tough sanctions against Russia https://charter97.org/ru/news/2025/10/23/660320/), seems to have taken the Russian Foreign Ministry by surprise, writes The Moscow Times.
Moscow expects negotiations with Washington to continue, Foreign Ministry spokeswoman Maria Zakharova said at a briefing. "We see no significant obstacles on the way to continuing the process initiated by the presidents of Russia and the United States to agree on a political framework for a Ukrainian settlement," she said.
"For its part, the Russian Foreign Ministry is open to continuing contacts through the U.S. State Department, through the very understandings that were reached during the October 16 conversation between the presidents. The goal is to concretize the parameters of further Russian-American dialogue both on various aspects of bilateral relations and on various joint steps on the track of the Ukrainian settlement," Zakharova added.
In her statement, she refrained from sharply criticizing Trump's sanctions, under which Rosneft and Lukoil fell, as well as the US decision to lift restrictions on long-range strikes on Russia with Western weapons. Moscow views the sanctions as a "counterproductive step," Zakharova diplomatically noted, "There will be no special problems for us in connection with the aforementioned decision of the US Treasury Department."
The day before, the Russian Foreign Ministry assured that it was continuing preparations for the summit between Putin and Trump, which was expected to take place in Budapest in the next two weeks. However, Trump confirmed that he had decided to cancel the meeting.
"It didn't feel like we could accomplish what we should," he explained on Wednesday. According to Trump, Putin continues to make maximalist demands on Ukraine. "We don't want him to have everything," Trump said.
The U.S. sanctions - the first since Trump took office - have hit two of Russia's largest oil companies, which account for two-thirds of the country's production. As a result, shipments of Russian barrels to India, which has become the Kremlin's second-largest export market after China, have been jeopardized. According to Bloomberg and Reuters sources, Indian refineries are preparing to drastically reduce imports to Russia because of the U.S. restrictive measures.
