Ukrainian Navy Led Forces For The First Time At A Large-scale NATO Exercise

For the first time in NATO's history, the Naval Forces of the Armed Forces of Ukraine have led and coordinated the actions of an opportunistic enemy force (OPFOR) during the REPMUS/Dynamic Messenger 2025 exercise in Portugal, the Ukrainian Defense Ministry has said. According to the NATO website, during the exercise they practiced modern technologies of naval warfare. In particular, they learned to protect underwater infrastructure, conduct reconnaissance, fight mines, underwater threats and unmanned vehicles, as well as coordinate the actions of different forces simultaneously.
The Ukrainians, supported by NATO's NATO Maritime Joint Command (MARCOM), the Portuguese Armed Forces Navy and the NATO-Ukraine Joint Analysis, Training and Education Center (JATEC), were to test the compatibility of capabilities and tactics of two dozen NATO member nations, particularly the ability to use unmanned systems for coordinated strikes and rapid response to threats.
"By leading the adversary team, Ukraine has become not only a participant, but also a driver of innovation that directly strengthens NATO's maritime resilience and shapes the future of collective security. JATEC is proud to contribute to this important forward progress," said Brigadier General Wojciech Ozga.
During the exercise, the unmanned platforms were integrated into the AFU's DELTA combat system, according to NATO STANAG 4817 standard, which allowed to test their compatibility and effectiveness in different environments, in particular when countering electronic threats.
JATEC Director Colonel Valeriy Vishnevsky emphasized that Ukraine's participation in the exercise demonstrates modern trends in naval warfare and promotes the introduction of innovative tactics in NATO.
