Why head of Operational and Analytical Centre not put on EU blacklist?

A post of the head of the Operational and Analytical Centre under aegis of president (OAC) is included in the list of posts giving the right to hold a diplomatic passport under the Belarusian law.
A diplomatic passport would be really useful Valery Vakulchyk, the OAC head. He leads one of the most significant security service personally controlled by Lukashenka, but is not put on the EU blacklist. This means that he can travel t Europe.
We remind that after the presidential elections, a travel ban was imposed on all KGB top officials, including heads of the local departments. Travel restrictions also target the president’s analysts, among them head of the Information and Analytical Centre under the aegis of president Alyaksandr Bazanau and his assistants. But Vakulchyk is not on the list, though, unofficially, his agency has a leading position what concerns control over the Internet and taking so called “immediate decisions, “Narodnaya Volya” newspaper writes.
It also must be noticed that the Operational and Analytical Centre stands behind attacks on the Belarusian independent Internet resources, including our website.
