One must have a passport or other identity document and notify KGB about the time of arrival.
Sanctions, identified in the subpoenas, can be applied to Swedish citizens in case of their absence. According to the Article 402 of the Criminal Code of Belarus, for this they can face penalties of up to 6 months imprisonment.
