Six months unemployed Belarusians will be imprisoned.

MIA Main Directorate for the Protection of Order and Information of the Republic of Belarus proposes the imposing of administrative liability for citizens evading public expenditure financing. The press office informed charter97.org.

"Today the legislation system does not have rules on how to provide work with spongers. But they are spelled out in the Constitution. According to Art. 56 of the country’s Basic Law citizens are obliged to take part in the public expenditure financing through the payment of state taxes, fees and other payments," tells the Ministry.

Administrative Violations Code of the Republic of Belarus proposes to add a clause to the Art. 17.15 according to which the evasion of permanently residing adult employable citizens from public expenditure financing (through taxes, fees and other payments) invokes administrative arrest.

In the mean time the Code of Procedural Execution of the Republic of Belarus on Administration Violations requires amendments – ability to authorize tax administrators to execute process-verbals on administrative violations under this article. At the same time City and Regional judges should rule upon these cases. The citizens under administrative arrest should work in a mandatory manner.

The consolidation of administrative enforcement in legislation system could affect antisocial personalities, evading working, in positive way. At the same time, proposed measures should be practiced in exceptional cases, with serious study on the issue and people to whom it may be applied.
