Who's Sabotaging Possible Mobilisation In Belarus?

A few words about the inspection of civilian vehicles, which the military claim in case of war.

Since autumn 2021, the inspection of transport, which is to be transferred to the Ministry of Defence in case of mobilisation, has been carried out in Belarus. We are talking about buses, trucks, dump trucks, loaders, bulldozers, excavators and other heavy machinery, owned by state organisations, writes «Салiдарнасць».

The results of the inspection, according to the database of court decisions, are disappointing. According to Radio Svaboda, which studied the results of the monitoring, more than 260 heads of organisations were fined for unsatisfactory condition of the machinery to be transferred to the military in case of mobilisation.

The largest number of violations was recorded in the districts of Homel Region bordering with Ukraine. Most often these were agricultural enterprises.

Law "On Mobilisation Preparation and Mobilisation" (Art. 13. "Military Transport Duty"):

In order to provide transport resources for the Armed Forces of the Republic of Belarus, other troops, military and special formations, the military transport duty is established in RB during mobilisation and in wartime.

The military transport duty applies to state bodies, organisations, including river ports, wharves, airports, oil depots, petrol stations, repair and other organisations that ensure the operation of vehicles, as well as to citizens who own vehicles.

As a rule, the inspections revealed that the vehicles intended for the needs of the army either had not passed technical inspection at the time of monitoring or were in a defective or even dismantled condition.

One example. At the end of December 2021, the court of Svetlahorsk district considered a case against one of the local agricultural enterprises under Article 24.40 of the Code of Administrative Offences (failure to fulfil military transport duties).

According to the court ruling, the enterprise failed to fulfil the obligation to "keep vehicles in a state of constant readiness for providing to troops and formations". The vehicles had no technical inspection and were not allowed to participate in road traffic.

It follows from the court rulings that some of the inspected enterprises are in a poor situation and are not able to provide military transport duty. Nevertheless, all violators were punished. In most cases, the managers simply paid the fines without explaining or justifying anything.

"Agricultural Enterprises 'Sabotage' Possible Mobilisation In Belarus" - this is the title Radio Svaboda gave to its article about the trials of violators of the military transport duty.

If we take into account the outcome of the completed inspections and the probable outcome of the ongoing monitoring, a shift of emphasis is needed here. If there is someone who is sabotaging potential mobilisation, it is those who are conducting all these inspections.

After all, what is the ultimate goal of the Law "On Mobilisation Preparation and Mobilisation"? To provide the military with reserve vehicles, which are to be properly stored by the organisations defined for this purpose.

What do we see in practice? All the guilty were simply punished with a ruble. Including those who, due to circumstances, cannot provide the military with equipment.

In other words, the state has replenished the budget at the expense of those who can barely stay afloat. Yet the ultimate goal has not been achieved. In any case, it is not clear from the court rulings whether the issue of faulty vehicles is somehow resolved.

Let's imagine for a second that all the propagandists' worst dreams have come true: foreign legions have invaded our territory. What will our military meet them with? Right, instead of reserve lorries and bulldozers they will have weighty piles of penalty notices in their hands. For failure to fulfil military transport duty.

And, most likely, these piles have all chances to get even larger. After all, it seems that only the garages of Karpenkou and the Administration of Lukashenka are well equipped today.
