On 17 March 2009 Mr Yevgeny Smirnov, Chairperson of the Standing Committee of the Council of the Republic of the National Assembly of the Republic of Belarus for Legislation and State Administration, Deputy Head of the Delegation of the National Assembly of the Republic of Belarus contacting the Council of Europe Parliamentary Assembly (PACE), took part in the meeting of the PACE Political Affairs Committee in Paris as the head of the parliamentary delegation of the Republic of Belarus. Mr Anatoly Glaz, Deputy Chairperson of the Standing Committee of the House of Representatives for Human Rights, National Relations and Mass Media, was another member of the parliamentary delegation. well then: Mister Rigoni discussed the “Situation in Belarus” draft report with Belarusian officials ALREADY IN MARCH ... this means, most probably they knew, that this draft contains the cases of Mikalai Autukhovich, Yury Lyavonau, and Uladzimir Asipenka
Maybe this group had the clever idea, that these cases should be silenced, until an expert or experts consider the cases as politically motivated detentions?
Maybe they thought: the Belarusian government should neutralise the OSCE office in Minsk by asking it for an international 'law expert' - as Mr. Finke himself said in an interview with Radio RFB: 'because it was the government that asked the OSCE for an expert.'

This means: the expert studied the cases of Mikalai Autukhovich, Yury Lyavonau, and Uladzimir Asipenka in Minsk, before the Council of Europe decided about the special guest status of Belarus
Maybe Belarusians officials had they great idea: maybe the conclusion of an law expert is a chance to erase the cases of 'alleged political prisoners in Belarus'?
In fact, also Mister Rigoni recommended to ask experts in his draft report ...

Anyway: the involvement of the OSCE Counciler in Minsk is a scandal - and it is discrediting the international reputation of the OSCE. Mr. Schmidt rather risked the death of an political prisoner on hungerstrike, than to cooperate with the Belarusian MFA.
