Here's a thought from left field... How about Iranian Foreign Ministry Abbas Araqchi and the genius Mullahs focus on spending their oil $ on something productive.. I don't know, call me crazy ... but perhaps water conservation technology and reservoirs are slightly more important than trying to blow up Israel with rockets and atom bombs.
