Thousands of intelligent Russians with the means have fled to either the West or even China to pursue their academic or economic goals.
So what is Russia's foundation to build for the future? Gas and oil sales? Sure if one counts selling these fossil fuels to China and India at the price of barely covering the extraction costs.
Putin has set back Russia's prospects to a very bleak future.
