Decree No. 1 May Affect More Than One Million Belarusians

The list of those who must pay for utilities in full, as required by Decree No. 1, will have been prepared by the authorities by February 1, 2019.

This was reported by the Minister of Labor and Social Protection Iryna Kastsevich, Belsat reports.

At that, it is necessary to pay 100% from February 1 – that is, a month earlier than it will be determined by the authorities, who is to be called a "parasite". This is about how much all this hunting is well thought out and figured out in advance.

However, according to the official, the updated Decree "on parasites" has radically changed the state's activities in the labor market. That is, despite such an uncertainty of the decree and even before the beginning of its action.

"This decree will affect not 250 thousand people. I'm afraid, even not a million, but perhaps more, because the work is tumbling down. February will be quite tense for the government again. Perhaps, certain litigation proceedings will start at the courts," – human rights activist Aleh Vouchek said.
