The point is not even that the system itself gave the order and then canceled it - here the problem is broader - Lukashenka sees everyone as hypothetical enemies and spies. The overtraining of the law enforcement agencies in the 10th circle testifies to the fact that Lukashenka knows that his position is unreliable.

Moreover, he is catastrophically afraid of collusion, so he scatters representatives of the same vertical along different verticals and positions so that all the "links" are in constant disorientation.

Lukashenka named the minister in the third person, without indicating either the name, surname, or even the region - just a minister who was harshly reprimanded for carrying out an order issued from above. He was also accused of broadcasting this order downwards, so "in the field," the police also arranged a "covid lawlessness" that needs to be curtailed. Now the position of "that minister" is very shaky - the paranoid head of the regime saw a "traitor" in him, so he will begin to monitor his activities.

And the point is that Lukashenka will not be impartial but quite emotional in his "investigation," so he will staple the "facts" on a random basis and send his loyal servant down somewhere or to another department.

Now, any reason to doubt (even a fake one) can lead to resignation, because of which the system can begin to act harshly in order to form the appearance of loyal service.

Nevertheless, this "fear," which is transmitted from Lukashenka to all the heads of all verticals, works destructively. And it testifies that Lukashenka realized that he is an "inconvenient figure" for everyone, who can be removed with an ashtray to gain power. Moreover, anyone will be more popular than Lukashenka only because he took this very ashtray in his hand.

Whatever the regime after the internal state reprisals, it will enjoy more popular sympathy than the current one. In addition, this regime will be less stable, since the entire system revolves around one person and his orders - his removal from office will cause the collapse of the system. Cracks will be visible in all departments, and the "loyal backbone" will gnaw on the "warrior with an ashtray" until one of the sides falls apart.

At this time, there will be total anarchy in the country with a completely non-functional system. This will mean that the regime will fall into its own trap, which will make the "predator" easy prey for the people.

So it's not in vain that Luka is afraid - there are conspirators under any system, and no one knows which dismissal or appointment will provoke their internal activation. Having received unlimited but temporary power, the conspirator will gain control over power, money, and, in addition, complete security from any subsequent punishment (for Luka, he will be given amnesty). This suggests that, anticipating the referendum, the "spy," aware of the imminent collapse, can seize the initiative...

So there is no way out. There are only 2 losing options:

(1) - to continue to "shake the system," provoking the appearance of cracks within the verticals themselves, thereby creating hotbeds of instability and a reason for "personal revenge."

(2) - to mothball the system, giving the hypothetical participants on the conspiracy time and space to maneuver.

The most important thing is that Lukashenka himself understands that he is the fifth wheel of a two-wheeled bicycle, so "panic" is replaced by "anxious shaking," which slowly turns into "agony." This is a stressful situation, and the stress will build up.
