19

Vote count takes place in district election commissions to which oppositionists are usually not admitted.

A campaign for nomination of candidates to be included into the district election commissions which will conduct the vote count at the presidential election on December, 19. The opposition is intended to direct its representatives only to one tenth of commissions. Such a representation does not give the possibility to control the vote count all over the country, but it enables to make conclusions of the democracy level of the election process, “Radio Svaboda” reports.

According to the election schedule the nomination to the district election commissions is over on October, 31. Local councils and executive committees are to form 6390 district election commissions at their joint sittings before November, 4.

From the opposition - “Free Elections” campaign, consisting of 14 political parties and public unions including the Party of the Left “Spravedlivy Mir” (Just World), BNF, UCP, coordinates the nomination to the commissions.

According to the Co-Chairman of this campaign Siarhei Kalyakin, it is planned to nominate at least 500 people to be included into district election commissions. Only “Spravedlivy Mir”

(Just World)- Belarusian Party of the Left- will direct 270 people to be part of commissions.

In reality about 700 people will be nominated from the campaign “For Free Elections”, Siarhei Kalyakin informed. Some headquarters of opposition contenders, for example, headquarters of Andrei Sannikov, - are also nominating their representatives to the district election commissions – by way of signature collecting. But, in any case, there will not be enough representatives of the opposition for all commissions, and a considerable part of democrats is busy in initiative groups of opposition contenders.

Siarhei Kalyakin confessed that the opposition does not put a task to embrace all commissions:

“Even if we would nominate 7000 people to all 7000 commissions, it is not a guarantee that the election will not be faked-up. As in the majority of falsification mechanisms which are applied nowadays one or two people of a commission take part. In general, they are heads of commissions, their deputies and secretaries.

According to Kalyakin’s words, it is enough to control the work of 250 polling stations to make a conclusion, whether the election was fair in the country in general.

On the other hand, there are no guarantees that all the nominated oppositionists will be included in the commissions. Usually about 15% of the nominated oppositionists pass through the selection.
