Kasinets about “social parasites”: We must make them work those who don't want

The governor of the Vitebsk region tells how to struggle against “social parasites”.

Aliaksandr Kasinets criticised progress in fulfilling decree No. 18 “On additional measures on state protection of children in troubled families”. The official touched on the issue of reimbursement of the state's expenses on care of children of those deprived of parental rights, BelTA reports.

“The percentage of reimbursement in the Vitebsk region is 61.9% (66.6% in the country). Why don't we take measures against these social parasites? We have enough vacancies. Don't be soft. Those who don't want to work must be made to work. They must work. This is the only way to get them back to normal life and restore biological families. No one can replace a father or a mother whatever conditions we create,” Kasinets said.

As of October 1, 2014, 3,773 orphans live in the Vitebsk region. 68.4% of them live in different kinds of family-type orphanages.

Children are taken to orphanages mainly due to their parents' alcohol addiction and unemployment. 142 out of 243 parents, who were deprived of parental rights this year, didn't have a job. In some districts, 100% of such parents do not work.
