Activists fight against the lawlessness of officials.

Activists of opposition parties and movements, subjected to administrative persecution and fined for participating in protests, complain about the actions of employees of enforcement agencies – law-enforcement officials.

After orders for administrative punishment in the form of a fine are issued, they literally begin to terrorize citizens, without even waiting for confirmation of payment.

The activist of the civil campaign European Belarus Leanid Kulakou told human rights activists that law-enforcement officials came to his home several times when he was staying in the hospital for treatment. He says that according to the order that the judicial custodian Kastsuk issued on January 8, 2018, operators MTS, VELCOM and Best were prohibited to fulfill their obligations under contracts for the provision of telecommunication services.

In addition, his car was arrested once again and they ordered that the debtor himself should be "brought by force." And all this despite the fact that Kulakou went to the law-enforcement official, who was not at the office at that time, and that he went to the Pershamaiski district court, which issued a decision to punish him with a fine, in order to provide them a copy of the notification confirming that he had paid the fine. But no one took the copy of the payment document into account.

"The most surprising thing in this story, says Kulakou, is that I paid the fine on time, on October 19, and sent a payment confirmation document to the office of the Pershamaiski district court of Minsk, where they can't find it until now. This is a complete mess!"

In order to somehow stop the lawlessness of officials, Leanid Kulakou sent a complaint to the head of the Enforcement Department of the Department of Justice of the Minsk City Executive Committee, in which he asks to check the reported facts and bring the guilty persons to liability according to the law for illegally violating the right of ownership of the car and prohibiting him to use telecommunication services.

The film director Volha Nikalaichyk also found herself in a similar situation when she returned home from a long trip to Ukraine. It turned out that during her absence, the law enforcement offficials issued an order forbidding MTS and Velcom operators to provide her mobile communication services and all her calls were blocked. Volha Nikalaichyk paid all the fines in the autumn and cannot understand the logic of the actions of the officials, except that it's just the pressure of the authorities.
