New details about the new decree are known.

The Ministry of Antimonopoly, Regulation and Trade has put the draft presidential decree "On some measures for delivery of vehicles" out for public consultation. Innovations may create some obstacles for purchase of vehicles in houses auto. Both individual entrepreneurs and legal entities are subject to carry out settlements, including commission agreements, only on a non-cash basis, abw.by writes.

Authors of the draft law explain it with several scandalous cases related to sales on commission and scandalous criminal cases against employees of AutoCompanySeven and Avtopapa. As a rule, defendants were charged under Art. 209 (commercial fraud). An individual who sold his vehicle did not get money at all or was partially paid. Sometimes, new Russian vehicles were sold as used ones. It's obvious that not many deals were transparent. In addition, the MIA informs about an increased number of sales of vehicles with fake documents, identification numbers. Non-cash settlements, according to authors of the draft law, will contribute to more transparent sales transactions.

The draft document provides for settlements between only legal entities, individual entrepreneurs and individuals, including commission agreements, only on a non-cash basis. The authors believe this can ensure transparency in settlements for sales of vehicles and protect legal rights both of sellers and buyers, as well as prevent sales (legalisation) of vehicles with a criminal history, eliminate prerequisites for disputes on legal ownership between citizens.

In addition, it is planned to cross out "... deliveries of such motorised vehicles, trailers or self-propelled vehicles to legal entities or individual entrepreneurs shall be executed in simple written form by formation of an agreement under the current decree" of current paragraph 1.1.
