The Names of the Security Officials Who Were Preparing a Provocation Against Siarhei Tsikhanouski Have Been Revealed

The order was given personally by the former Minister of Internal Affairs Karaeu.

BYPOL obtained materials confirming the political motivation of initiating criminal proceedings against Siarhei Leanidovich Tsikhanouski and his associates.

Long before the direct detention of S.L. Tsikhanouski and members of his team, in connection with their social and political activities, GUBOPiK began to develop operational accounting within the framework of the case, which was headed by the senior operative of the 2nd department of the 3rd department, Ivan Aliaksandravich Tarasik. The head of the 3rd department, Bedunkevich Mikhail Piatrovich, carried out the general management of this development.

According to the results of the conducted operational-search measures, any legal grounds for initiating a criminal case against S.L. Tsikhanouski. have not been received. In this regard, a decision was made to organize a provocation against him. This order was given personally by the former Minister of Internal Affairs Karaeu Yury Khadzhimuratavich.

For this purpose, an operational combination was developed, the main role in the implementation of which belonged, as we previously reported, to a prostitute named Lambada, who collaborated on a confidential basis with the operative I. A. Tarasik.

Direct control over the implementation of the combination on 05/29/2020 was carried out by the First Deputy Minister of Internal Affairs Kazakevich Henadz Arkadzevich upon his arrival to Hrodna.

As a result of the indicated criminal actions of the named persons, S. L. Tsikhanouski has been illegally held in places of detention on a fabricated criminal case for 7 months.

This criminal case was initiated by the Hrodna interdistrict department of the Investigative Committee at the direction of the head of the Department of the Investigative Committee of the Republic of Belarus in the Hrodna region, Aleh Stanislavavich Shandorovich. In a matter of days, the case was taken over by the central office of the Investigative Committee.

The criminal case was delivered to Minsk by an armed motorcade consisting of three cars: the traffic police, the duty unit of the USC in the Hrodna region, and the GUBOPiK.

By order of the former First Deputy Chairman of the Investigative Committee, Aliaksei Aliaksandravich Volkau, the head of the investigation team was appointed Deputy Head of the Main Investigation Department - Head of the Department for Investigating Crimes Against Personality and Public Security Ahafonau Aliaksandr Dzmitryevich.

Prosecutorial supervision over the course of the investigation is carried out by the General Prosecutor's Office represented by the prosecutor of the Department for Supervision of the Implementation of Legislation by the Investigative Committee Illia Siarheevich Kuprik (son of Major General Siarhei Mikhailavich Kuprik - Deputy Chief of the CSTO Joint Staff) and the head of this department Kanstantsin Uladzimiravich Besaliankou. The prosecutor's sanctions in the case, including the extension of the detention of the accused, the conduct of searches, are issued through the Deputy Prosecutor General Dysko Henadz Iosifovich, who supervises their work, and the Deputy Prosecutor General Hary Dzmitry Yurjevich, for the conduct of operational search measures in the case of operational accounting.

For his diligence in the service, the senior operative Tarasik I. A. was promoted to the position of deputy head of the 1st department of the 3rd department of GUBOPiK, head of the 3rd department Bedunkevich M.P. - to the position of deputy head of the GUBOPiK.

First Deputy Chairman of the Investigative Committee A.A. Volkau was appointed Chairman of the State Committee for Forensic Expertise, and in his place was the former head of the USC in the Hrodna region - Shandarovich OS.

And most importantly, the speech of Y.Kh. Karaeu was published about why the criminal case against S.L. Tikhanouski should have been fabricated:

"It's good that he (Siarhei Tikhanouski - ed.) was caught. My only regret is that it's late. However, you drew my attention to this in October. The committee members and I worked together. And it's good that everyone had the wisdom at least once to see it and catch him. Let the whole world scream: - "It's lawlessness!" He is more dangerous than all these Babarykas. He is the destroyer of the state. If there is no article on him - make it up and imprison him for a long time. Let him sit there! Let him die there!"
