'Dispatcher Recorded KGB Officer's Orders With Phone'

ICAO has published their investigation into the forced Ryanair flight grounding in Minsk.

The ICAO report on the investigation of the incident involving the forced Ryanair aircraft grounding in Minsk is available in six languages on the organization's website.

The ICAO Council concludes that the bomb threat against flight Fr4978 Ryanair was deliberately false and threatened its safety, and in addition that the threat was brought to the attention of the crew under the instructions of high-ranking officials of the Belarusian government.

Their report has two recorded interpretations. One is an amended recording of negotiations with the control room. There is a voice of an unnamed person who prompts remarks (while consulting with someone else on the phone several times). This person asks to tell the crew that a bomb message has been sent to several airports and the Code Red (if the Code Red, the pilot-in-command must land at the nearest airport according to the instructions of an air traffic control center or national authorities). The phone on which the recording was made belongs to the dispatcher, who subsequently fled Belarus.

The second recording is from the office. There is a discussion on making adjustments to the testimonies 'for a more detailed link to the radio traffic'. The following persons participate in the discussion: the Belaeronavigatsia Deputy CEO, the dispatcher and his chief. This record was also made with a phone.

At the same time, the investigation found no evidence of an escort or interception of the flight by a military aircraft.
