List Of ‘Strategic Enterprises’ Classified In Belarus

The list includes BelAZ, Integral, Atlant, Belarusian Metallurgical Plant, Minsk Tractor Plant, and other industrial giants.

Today, the Council of Ministers Decree # 302 of May 11 “On the list of legal entities that ensure the functioning of strategically important sectors of the economy and (or) other important state needs” was published on the National Legal Internet Portal. The document comes into force on October 1, 2023.

It contains two items. One is for official use, and the other is about the invalidation of a number of government decrees, including the one that previously approved the list of such entities.

The preamble of the new resolution states that it was adopted on the basis of subparagraph 1.3 of paragraph 1 of Article 12 of the Law of the Republic of Belarus dated December 13, 2022 #227-Z “On the settlement of insolvency”, which will give the Council of Ministers the right to determine the list of legal entities that ensure the functioning of strategically important industries of the economy and (or) other important state needs. In relation to entities from this list, the legislation on the settlement of insolvency is not applied, with the exception of measures to prevent bankruptcy and pre-trial rehabilitation. The updated law “On Settlement of Insolvency” comes into force on 1 October.

It should be noted that earlier the list of strategic legal entities was open. It included 86 legal entities, including:

glass factories,

cement plants,

medical preparations manufacturers,

“Belarusfilm”

BelAZ, Integral, Atlant, Belarusian Metallurgical Plant, Minsk Tractor Plant, other industrial giants,

enterprises of the State Committee for Military Industry,

BELGIE,

Belaruskali,

a number of Scientific and Production Centers,

sugar factories, Mozyrsalt, Minsk-Kristall,

enterprises of Belneftekhim,

Svetlahorsk Cardboard and Paper Mill, “Ivatsevichdrev”

“Babushkina Krynka” and some others.
