Russia's Failure: The Kremlin Gets Special 'Signal' From China

Moscow failed to secure international support.

Adopting the declaration on the second day of the BRICS summit in Kazan (Republic of Tatarstan) on October 23 demonstrated that Russia has not yet secured international support and has not created an alternative security structure that the Kremlin desires. This was partially confirmed by Chinese leader Xi Jinping, who repeated his position by calling for the de-escalation of the war against Ukraine.

In particular, he spoke out against the participation of third parties in the hostilities amid reports of Russia preparing to send North Korean troops to the Kursk region and the Ukrainian front. The Institute for the Study of War (ISW) pointed out the failure of the aggressor country.

The declaration mentions the Russian war against Ukraine only once. The document states that all who signed it must act in accordance with the principles of the UN Charter, including the provision on respect for territorial integrity. It also states that the BRICS states welcome “relevant” mediation proposals aimed at ensuring a peaceful settlement of the war through dialogue and diplomacy.

The Ukrainian Foreign Ministry responded to the Kazan declaration by stating that it shows that Russia has failed to “export” its views on changing the world order and global security architecture to the BRICS summit member states. The declaration also shows that the BRICS countries are not united around Russia’s war against Ukraine, probably because many of them support the principles of the UN Charter.

The Ukrainian Foreign Intelligence Service also assessed that the BRICS summit will not lead to the international community’s approval of the alternative system of international settlements that Russia wants. It is also noted that India, the UAE, Brazil and South Africa are against turning BRICS into an anti-American coalition at the Kremlin’s request.

For his part, Chinese President Xi Jinping stressed the need to facilitate a rapid de-escalation of the "Ukrainian crisis" and avoid "adding fuel to the fire." At the summit, he said that BRICS members should prevent the war from spreading to "third parties" and avoid escalating military action.

Xi assured that China, Brazil, and the countries of the Global South have created a "Friends of Peace" group. According to him, it "seeks to unite voices in support of a peaceful resolution" of Russia's war against Ukraine.

Earlier, the Chinese leader called for de-escalation of the war and tried to position China as an impartial third-party mediator for a peaceful settlement between the countries through negotiations.
