New e-service
New administrative procedures related to transport have become available at the E-Pasluga, the Unified Portal For E-Services. To receive this service, you need to fill out an application form and attach files with documents. Among them are a technical passport for transport and confirmation of payment (but if you have deposited money through the Unified State Register of Individual Entrepreneurs, then you do not need to provide a check).

Vehicle inspection. The Ministry of Transport clarified the requirements for diagnostic stations
Since November 5, there have been innovations from the Ministry of Transport for diagnostic stations. For example, employees of such a station in the performance of official duties must have a badge with a photo, as well as an indication of the name of the owner of the diagnostic station, the position of the employee, full name.
They also prescribed the length of the inspection ditch when arranging the entrance to the inspection ditch through the tunnel.
Inspection stations may also no longer allocate a separate production room for issuing permits, and also have the opportunity to check the technical condition and design of vehicles, including on a dead-end line.
Also, the resolution of the Ministry of Transport indicated various options for the arrangement of road pavement for sites for vehicles that are awaiting or have passed an inspection.
Compulsory civil liability insurance of vehicle owners innovations
The State Duma of Russia adopted a law in the second and third readings, which proposes to extend the coverage of the insurance to the territory of Belarus. In particular, car owners will be able to buy an extended insurance for Russia and Belarus in the first quarter of 2025. The law itself will come into force on January 1 next year, but it will take time to adopt regulatory documents and integrate the information systems of the two countries.
At the same time, drivers will have the option, as now, to buy a Blue Card for short trips.
It is noted that the price of the general car insurance for Russia and Belarus for comparable terms and categories of vehicles will be significantly lower than the cost of the "Blue Card", thanks to electronic sales, which exclude significant costs for the maintenance of the agent network.
