In 2025, Belarus intends to introduce significant changes in taxes. They concern both transport tax and land and real estate tax. Zerkalo has compiled a selection of tax changes that are likely to appear in 2025 (but they have not yet been finally approved).
Increase in the tax on the first apartment
The authorities plan to increase the tax rates on the first apartment next year. Let us remind you that this tax was introduced in 2022. The tax is 0.1% of the cost of one square meter. The resulting amount must be multiplied by the number of square meters of the apartment. The estimated cost of one square meter of typical buildings - apartments, garages, parking spaces, garden houses, summer cottages - varies depending on the region. It is highest in Minsk.
In 2025, they intend to revise the cost of one square meter of residential space in an apartment building. Thus, for Minsk, it is expected to grow to 1020 rubles (currently - 968 rubles). Growth - by 5.4%.
Transport innovations
In 2025, they intend to introduce several changes for drivers at once. Thus, they want to raise this fee for the population by an average of 6.1%. For example, for a car with a permitted maximum weight of up to 1.5 tons, you now need to pay 66 rubles per year, and they want to raise it to 70 rubles. They also want to increase the transport tax for organizations.

The authorities also want to allow regional councils of deputies to permanently introduce a local fee for vehicles crossing the state border. Currently, this tax is a temporary measure; local authorities must decide whether to extend it or not.
Land tax indexation
In 2025, they intend to raise the land tax for both individuals and legal entities. Thus, they plan to increase the average rates of this fee by district, which are applied if there is no cadastral valuation of the land. That is, the area of the plot is taken into account to calculate the fee. The growth is planned at an average of 5.4%. For example, in the Lyakhovichsky district, they want to raise the fee from 33.28 to 35.08 rubles per hectare.
Land tax rates for the residential multi-apartment zone are intended to be raised in 2025 to 16.66 rubles per hectare (currently 15.81 rubles).
For the residential estate zone, the tax is planned to be increased from 31.58 to 33.29 rubles per hectare.
Increasing the gift ceiling and revising deductions
Next year, they also want to revise the amounts of some tax deductions, as well as the amounts of various payments that are not subject to income tax.
For example, income from gifts that are not subject to income tax is proposed to be raised to 11,516 rubles (currently 10,431 rubles). Belarusians can receive a certain amount as a gift and not pay income tax on it. On the excess amount, you must pay a tax at a rate of 13%, and also file a tax return at the end of the year.
Innovation for those renting out apartments and garages
Next year, they also want to raise income tax rates for those who rent out housing, garages, and parking spaces.
For example, in Minsk, they intend to raise the income tax for renting out one room to 50 rubles. Currently, this rate is 47 rubles. An increase of 6.4%. We are talking about individuals who rent out housing without registering as individual entrepreneurs.
For regional cities, they want to increase the tax to 46 rubles (currently 44 rubles). The increase is 4.6%.
Increasing Single Tax
In 2025, the single tax for individual entrepreneurs and individuals who work without registering as an individual entrepreneur may be increased. For example, the single fee for website development, computer setup and software installation in Minsk is to be increased to 671 rubles (currently 637 rubles), in regional centers and the Minsk region - to 621 rubles (currently 589 rubles).
The single tax for tutoring in Minsk is planned to be raised to 186 rubles (currently 176 rubles), in regional centers - to 172 rubles (currently 163 rubles).
Adjustments to the tax on dogs
In 2025, Belarus wants to increase the tax for dog owners - to 13 rubles (currently 11.9 rubles). At the same time, the fee for potentially dangerous breeds may be raised to 63 rubles (currently 59.6 rubles).

Innovations in the fee for the "rich"
In 2025, they plan to introduce changes to the "wealth tax", which appeared this year. Thus, the authorities intend to raise the total amount of income, above which this fee is charged, from 200 to 220 thousand rubles. That is, it turns out that the monthly income should be an average of 18,333 rubles.
Officials also want to adjust the list of incomes that will be included in this limit of 220 thousand rubles.
Increase in the price of cigarettes and alcohol
The authorities also want to increase excise rates on cigarettes of both the first and second price groups. Thus, for the first one, they want to raise it in January from the current 106.88 to 119.59 rubles (an increase of 11.9%), and for the second one - from 155.85 to 163.64 rubles (an increase of 5%).
Recall that in 2024, they were raised by 11.8 and 6%, respectively.
Earlier, officials announced a gradual convergence of excise tax rates on cigarettes with other countries that are part of the EAEU, including Russia.
It is also planned to increase excise tax rates on alcohol.
Cancellation of another tax benefit
The Ministry of Finance also proposes to cancel the income tax benefit on income that individuals receive from the sale of shares in the authorized capital of Belarusian organizations and their shares.
Currently, these incomes are exempt from income tax. At the same time, there is a condition for shares purchased after January 1, 2014, not to pay tax when selling them: a person must own them continuously for at least three years (this is stated in paragraph 35 of Article 208 of the Tax Code).
Innovations for owners of farmsteads and artisans
Owners of farmsteads currently pay a tax of 40 rubles per month, and artisans - 6.5 rubles. The authorities want to raise these fees to 42 and 7 rubles per month, respectively, in 2025.
A change that will definitely be introduced
From January 1, 2025, the tax benefit for cryptocurrency transactions will end.
As Andrey Kovalevsky, Head of the Main Department of Taxation of Individuals of the Ministry of Taxes and Duties, noted earlier, Decree No. 8 is currently in effect, according to which income of individuals from cryptocurrency transactions is not subject to income tax until January 1, 2025, and activities related to the circulation of cryptocurrency are not considered entrepreneurial.
