From December 1, innovations will be introduced for capital repairs in Belarus. They will affect the funds that homeowners' associations or developers collect from residents. A government decree provides for the adjustments. Earlier in July, officials introduced tightening rules for homeowners' associations, writes Zerkalo.

Recall that from July 6, changes for homeowners' associations came into effect. Thus, now homeowners must collect money for capital repairs in a new way. They need to transfer these funds to special accounts in banks that local authorities will open.

The current government decree prescribed the scheme for using the money that homeowners' associations collect for capital repairs.

Thus, funds that will be kept in special accounts or placed in deposits can be spent on major repairs of a residential building and its structural elements only after receiving preliminary approval from local authorities.

The Council of Ministers also indicated in its resolution a list of documents that homeowners' associations or developers must provide to local authorities to obtain approval for the use of funds for major repairs. The conditions for refusing to spend this money are also spelt out.

The government also introduced an administrative procedure for issuing a certificate of compliance to developer organizations and homeowners' associations that are engaged in the maintenance of a residential building on their own (if they have staff).
