It has become known which other roads in Belarus may be included in the list of toll roads.
The Council of Ministers of Belarus has published an official concept for the development of the toll road system in the country. The government proposed to include at least eight new sections in the toll roads, including the first and second ring roads around the capital (MKAD).
According to government resolution #991, published on December 25 on the National Legal Internet Portal, the expansion of the toll road network in Belarus is provided for by the National Strategy for Sustainable Development until 2030. The authorities justified the need for this by the further integration of Belarus into the global economy, as well as the planned increase in export volumes and the future expansion of the geography of partner countries.
Among the main goals of developing the toll road system in Belarus, the government named an increase in revenues to the republican road fund from fees for vehicles traveling on toll roads. It is proposed to allocate additional funds to maintain the road surface in a “standard condition” and to develop toll roads.
Toll roads appeared in Belarus in 2013, when the BelToll electronic toll collection system was launched. At present, the total length of toll roads in the country is 1,787 kilometers (almost half of them — 806 kilometers — are in the Minsk region. If the concept proposed by the government is implemented, the length of toll roads in Belarus will increase to 2.1 thousand kilometers by 2030.
Having analyzed the traffic intensity in 2021, the Council of Ministers identified eight “most promising” sections that were proposed to be included in the toll road system:
R-53 Slabada - Navasady,
M-3 Minsk - Vitsebsk,
R-28 Minsk - Maladechna - Narach,
R-58 Minsk - Kalachy - Myadzel,
M-14 Second Ring Road around Minsk,
M-8/E 95 border of the Russian Federation (Yezeryshcha) - Vitsebsk - Homel - border of Ukraine (Novaya Huta),
M-10 border of the Russian Federation (Selishcha) - Homel - Kobryn,
ring road around Minsk.
The government gave the Ministry of Transport and Communications a month to approve a plan of specific measures to implement this concept in 2025, and instructed them to “ensure coordination of work” of all departments.
Recall that the following pay for travel on toll roads in the BelToll system in Belarus:
trucks with a technically permissible total weight of more than 3.5 tons;
passenger cars with a weight of up to 3.5 tons, registered outside the Eurasian Economic Union.
