'Transport Military Sabotage' Discovered In Miory District

Nine cases were recorded.

Over four months, the courts have considered in Vitsebsk region 13 administrative cases under Article 24.40 of the Code of Administrative Offences (failure to fulfil military transport duty). Last year there were only nine such proceedings.

According to the human rights activists of "Vitsebsk Viasna," the leaders in terms of the number of cases of "military transport sabotage" are the enterprises of Miory district. Last year there were three cases of non-compliance with the military transport duty, while this year - seven in four months. Moreover, the judges did not punish all violators of the law, citing the absence of an administrative offence.

For example, on April 22, Judge Iryna Yaskevich considered the administrative case of Vasil Khamionak, director of the Liubinava agricultural enterprise. The military commission complained that during the inspection Liubinava was not ready to provide the army with the necessary vehicles in case of war - MAZ 555142, UAZ 390945 and UAZ 31631. The vehicles did not pass the state technical inspection, and the head of the enterprise did not organise the stocking of spare parts, tools and refuelling equipment for the vehicles.

Khamionak was not present at the trial. He pleaded guilty and asked to be tried in absentia. The judge ruled to dismiss the case and exempted the director from administrative responsibility. She referred to the fact that he had admitted the offence and agreed to be released from administrative responsibility with a warning.
