Belarus Prepares Draft ‘Secret’ Decree On Assessing National Security System

Belarus has prepared a draft decree on clarifying the procedure for assessing the state of the national security system. As State Secretary of the Security Council of Belarus Aliaksandr Valfovich stated at a meeting convened by Lukashenka today, fundamental changes in the military-political situation require improvement of Belarusian legislation.
The prepared draft decree is classified.
“The purpose of this document is to clarify, taking into account the new changes, the procedure for assessing the state of national security based on a system of indicators developed for each of the nine areas of national security. Work on the draft decree was based on the analogy with the preparation of the national security concept. We have preserved in the document all the best, which has proven itself in practice, and what has not yet worked out today,” Valfovich said.
The fundamental changes in the military-political situation, the improvement of legislation, the emergence of new assessment methods “required adjustments and adaptation of the document to modern realities,” he explained.
According to him, the potential developed by the interdepartmental commissions under the Security Council of Belarus was fully utilized in the preparation of the project, primarily “in the sphere of economic and information security and the protection of state secrets.” The concept of national security was approved by the “All-Belarusian People's Assembly” in April 2024.
