This was admitted by the authorities of the Russian Federation.
Russian governors have publicly acknowledged that the regions cannot rely on Russian air defences, but must oppose Ukrainian drones themselves.
According to the Institute for the Study of War (ISW), the attacks of Ukrainian drones in the depths of Russia continue to put pressure on the Russian air defence system and force the Russian military command to prioritize the distribution of limited air defence assets to cover important, in their opinion, objects.
Satellite images from May 6 indicate that at least seven Pantsir-1 medium-range anti-aircraft missile systems protect the residence of Russian ruler Vladimir Putin in Valdai.
The head of the Moscow Center for Analysis of Strategies and Technologies and a member of the civil advisory council under the Ministry of Defense of Russia, Ruslan Pukhov, said on July 16 that such a "focal" air defense coating does not make sense on a scale, since it allows Ukrainian drones to bypass the Russian air defence coating and strike from naked directions.
Analysts note that the Russians obviously lack air defence systems to protect all critical facilities in the west of the country. Pukhov called on the Russian military to implement an innovative decentralized approach to protecting facilities in Russia from Ukrainian drones and warned that Ukrainian drones are likely to penetrate deep into the Russian Federation.
Against the background of problems with air defence, the occupiers began to form mobile fire groups, which Ukraine successfully deployed to protect against the attacks of Russian Shahed-136/131 drones. However, the Russian Federation has not yet deployed these groups on the necessary scale to sufficiently protect critical facilities in the west.
"Constant pressure on the Russian air defence system has led some regional authorities to explicitly state that Russian companies and local authorities cannot rely on Russian air defence at the federal level and must provide their own capabilities to counter drones," ISW writes.
Pukhov suggested that the Russian military deploy a fleet of light aircraft to intercept Ukrainian drones. However, these efforts will be complicated by the low level of production of light aircraft in Russia.
