Pevtsov called for the rapid implementation of a “mechanism for limiting the appearance of destructive content” in creative activity and for direct state intervention in this process. He recalled that in Russia “there is a provision on culture that says that the state has no right to interfere in creative activity”. “It seems to me that the work of our group should be devoted, among other things, to ensuring that the state has (the right — edit.) to interfere in what so-called artists do at the legislative level,” he said.

In addition, the deputy called for “preventive suppression of destructive activity <…> at the level of those same artistic councils.”

Vladimir Putin approved the principles of state policy for preserving and strengthening Russian “traditional spiritual and moral values” in November 2022. Two years later, in July 2024, the Cabinet approved a plan of relevant activities for the next two years. The plan includes the production of films, the publication of literature, exhibitions, lectures and lessons. The document was developed by the Ministry of Culture of the Russian Federation together with the government apparatus and the Security Council.

In 2023, the Ministry of Culture refused to show the Hollywood films “Barbie” and “Oppenheimer” in Russia, which were going to be released under “compulsory licensing”. The reason for the refusal was the inconsistency of the films with the tasks of “preserving and strengthening traditional Russian spiritual values.”
