New Currency Exchange Rules In Belarus

The updated instruction was approved by the National Bank.
The National Bank of Belarus approved the new Instruction on the Procedure for Conducting Currency Exchange Operations by Resolution of the Board #214 as of July 15. The document was published today on the National Legal Internet Portal and will enter into force on October 26 this year.
The Press Service of the Bank stressed that the new edition does not change the current procedure for conducting currency exchange operations by individuals and legal entities. At the same time, in order to protect the rights of consumers, it is supplemented by provisions "that fix the features of foreign exchange transactions using payment instruments and the establishment (application)
of exchange rates for such transactions."
The payment instruments, with the use of which it is possible to exchange currencies, include:
bank payment cards,
payment software applications,
mobile apps,
payment instruments in the form of software providing access to electronic money.
The terms of currency exchange operations with the help of such instruments are determined in the agreements between a bank and a client. At the same time, banks are obliged to fix the procedure for setting exchange rates and bringing them to customers in their local documents.
"The new version of the Instruction also provides a number of additions clarifying certain norms regarding the conduct of currency exchange operations, which will eliminate the ambiguity of their interpretation," the Press Service added.
In particular, it can be noted that cashiers in exchange offices may not buy cash from individuals, the demand for which is insignificant, and the official rate is set by the National Bank on a monthly basis. Basically, we are talking about foreign currencies that are not widespread in Belarus.
The instructions state that the rate on the electronic scoreboard in the exchanger cannot differ from the information on the stand.
