Biden's adviser clarified the US position.

A multilateral prisoner swap agreement does not mean lifting any sanctions against Russia, said US National Security Adviser Jake Sullivan.

"The president has been very clear publicly and repeatedly over the past two years about the costs and consequences of aggression [by Russia against Ukraine – Ed.] that are contrary to US interests," Sullivan said when asked by a journalist whether US President Joe Biden had told Russian leader Vladimir Putin about the cost of arresting and holding US citizens.

Sullivan echoed Biden's earlier comments that the US president had no intention of talking to Putin, adding that the Russian leader "understands the president's position."

The White House adviser also said that the prisoner exchange the United States was working on included Russian opposition leader Alexei Navalny<эB>. Navalny died in prison under suspicious circumstances on February 16, and Sullivan became the first US official to publicly confirm that the politician was part of a possible exchange.

In an address on August 1, US President Joe Biden emphasized that some of Navalny's associates, Lilia Chanysheva, Ksenia Fadeeva and Vadim Ostanin, were included in the current prisoner swap.
