Russian General Responsible for Okhmatdet Strike Disclosed

According to information available to the SBU (Security Service of Ukraine), the missile attack on the Okhmatdet children's hospital was organized by Russian Lieutenant-General Sergei Kobylash. This was announced by Deputy Chairman of the Security Service of Ukraine Serhiy Naumiuk. At the time of the attack, Kobylash held the post of commander of long-range aviation of the Russian Air Force, and after the strike, he was promoted and appointed commander of the Russian Air Force.

Kobylash was notified in absentia of suspicion under the article "violation of the laws and customs of war, associated with premeditated murder, committed by prior conspiracy of a group of persons."

"During the investigation, the SBU, together with the Prosecutor General's Office, has done a great job. We interrogated 112 victims and 50 eyewitnesses, conducted explosives, forensic and other examinations, and analyzed video from surveillance cameras... Kobylash is suspected of committing other crimes in Ukraine. In particular, under his leadership, shelling of civilian energy infrastructure was carried out in 2022-2023. In March 2024, the International Criminal Court issued a warrant for the arrest of Kobylash for these crimes," Naumiuk said.

By order of Kobylash, a Tu-95MS bomber of the 22nd Guards Heavy Bomber Aviation Division launched an X-101 missile at a children's hospital. The shelling of the Okhmatdet was carried out by the 22nd Guards Heavy Bomber Aviation Division of the Long-Range Aviation of the Russian Aerospace Forces. The aircraft took off from the airfield near Olenegorsk and launched a missile over the Saratov region at a distance of almost 600 km from the border of Ukraine. The missile constantly changed its flight path through the territory of four Ukrainian regions.

The SBU stressed: this indicates that the missile was programmed to maximize the "bypass" of the Ukrainian air defense and then hit the Okhmatdet.
