Belarusian Drivers To Be Tested For Alcohol Before A Trip Remotely

The Ministry of Health has revealed details.

The Ministry of Health has amended the Instruction on the procedure for conducting pre-trip and other medical examinations of drivers. The innovations are spelled out in departmental resolution #134, which was published on the National Legal Internet Portal on Wednesday, September 18.

As follows from the text of the document, the instruction officially enshrines the right of legal entities and individual entrepreneurs engaged in transportation to conduct mandatory pre-trip control of drivers (including for alcohol and prohibited substances in the body) and other medical examinations remotely.

The resolution does not specify how exactly such remote control can be organized. It only says that medical examinations can now be carried out “using medical devices that provide automated remote transmission of information about the health status of workers and remote monitoring of their health”.

In addition, according to the decree of the Ministry of Health, it is now possible to keep a log of pre-trip and other medical examinations of drivers in electronic form, but only “subject to compliance with the requirements for electronic medical documents”.

It also follows from the decree that now, as part of pre-trip medical examinations, they will check not the content of “alcohol” in the driver's body, but the content of “absolute ethyl alcohol”.
