Previously, Muminjanov headed the Department of Resource Support of the Ministry of Defence of Russia and was responsible for the supply of uniforms for Russian soldiers, including equipment for military operations against Ukraine. According to the investigation, he received 20 million Russian rubles "for assistance in signing contracts for the supply of uniforms in the amount of 1.5 billion rubles with commercial firms." The general may face up to 15 years in prison.

Valery Muminjanov is 60 years old, he received the rank of major general in 2015. A year before, he became Deputy Chief of the Logistics Support Staff of the Russian Armed Forces, and then headed the Department of Resource Support of the Ministry of Defence. In 2023, he served as deputy commander of the Central Military District.

The Moscow Times also notes that Muminjanov became the sixth general from the entourage of former Defence Minister Sergei Shoigu, who was under investigation on suspicion of bribery.
