Reason Why Ukrainian Foreign Minister Kuleba Resigned Becomes Known

Ukraine has unexpectedly undergone significant personnel changes. The resignation of Foreign Minister Dmytro Kuleba was the biggest shock, The Telegraph writes.

‘Dmytro Kuleba was one of the most recognisable members of the cabinet, but his requests for air defence systems and easing restrictions on Western missiles have been ignored in recent months,’ the publication writes.’

Ukrainian President Volodymyr Zelensky said that the renewal of ministerial staff would ‘give new strength’ to Ukrainian institutions. And this wave of resignations comes at a dangerous time for Ukraine, when Russia has made significant gains in the eastern Donetsk region.

Moscow has also stepped up its long-range shelling across Ukraine in recent days, including an attack on Lviv that killed at least seven people. At the same time, Ukrainian forces have seized more than 500 square miles (more than 1,290 square kilometres - note) of territory in Russia's southern Kursk region.

‘These personnel changes are the biggest in 30 months since Russia launched the full-scale invasion of Ukraine in February 2022.’ Mr Kuleba, Ukraine's foreign minister, is the most high-profile victim of these reshuffles. He was charged with persuading Ukraine's Western allies - mainly the US and Britain - to grant permission for long-range missile strikes on Russian territory. The diplomat also recently led the effort to obtain additional Patriot air defence batteries. Last week, he accused several unnamed allies of failing to fulfil their promises to provide the systems,’ the piece said.

However, Ukrainian media reported that the Verkhovna Rada postponed the resignation of the foreign minister at a meeting on Wednesday. The reasons for this decision are not given. According to the media, the likely successor to Kuleba will be Andriy Sibiga - Deputy Foreign Minister.

Ukrainian political analyst Volodymyr Fesenko believes that Zelensky is trying to avoid ‘stagnation’ in key ministries.

‘He thinks that new people will be more motivated and will bring new ideas,’ Fesenko added.

However, the large-scale personnel reshuffle has raised concerns that Zelensky is trying to strengthen his control, the publication said.

‘In practice, we see that all decisions are made in the president's office,’ Fesenko said.
