Plans were effectively halted only after the annexation of Crimea in 2014.

Germany intended to help Russia establish eight modern military training centers - before Moscow invaded Crimea in 2014. That's according to the book "Failure - An investigation into the history of Germany's Russia policy," writes The Telegraph.

The plan, agreed upon during Angela Merkel's chancellorship, was estimated to cost 1 billion euros. According to it, the Bundeswehr was to train the Russian military on the basis of German experience. For this purpose, it was planned to build eight combat ranges in Russia with the most modern equipment - laser guns, battle simulation systems, lecture halls and electronic sensors, modeled on the German center near Magdeburg.

The project was supervised by defense giant Rheinmetall, which would supply the equipment. According to the book's authors, the German government "welcomed Russia's desire for cooperation" despite the Kremlin's increasingly aggressive behavior.

The plans were effectively halted only after the annexation of Crimea in 2014, when it became clear that Moscow was not seeking a partnership but was preparing for new invasions.
