In Vladivostok in the morning of October 3, a part of the building of the Industrial College of Energy and Communications collapsed, reported the regional prosecutor's office. "It is preliminarily established that in the premises of the college, commissioned in 1972, there was a collapse of reinforced concrete ceiling slabs and violation of the integrity of part of the facade of the building", - noted in the department. The incident occurred before the start of classes, so there were no casualties. Emergency services arrived on the scene, access to the college territory was restricted, writes The Moscow Times.
The Investigative Committee opened a criminal case under Part 1 Article 216 of the Criminal Code - violation of safety rules during construction or other works. The maximum penalty under this article is imprisonment for up to three years. According to VL.ru, the college building also housed the Primorsky Krai Advanced Vocational Training Center, an MFC, a driving school and several beauty studios. In September, the governor of Primorsky Krai Oleg Kozhemyako personally inspected the institution after major repairs and praised the builders, recalls "7x7". The cause of the accident could be excavation work near the foundation: the contractor was carrying out major repairs of the drainage system and dug a trench near the walls of the college. Under the rubble was an excavator.
For the last month this is the third case of collapse of the building of an educational institution in Russia. On September 21, the building of secondary school No. 5 in Tatarsk, Novosibirsk region, collapsed. The accident happened on a weekend day, without casualties or injuries. The Investigative Committee opened a criminal case under the article "negligence". In the administration of the Tatar municipal district noted that the school building was built back in 1937. In 2019, the deterioration of the structure was more than 70%.
The day before, on September 20, in Moscow on Znamenskaya Street, the building of school No. 1080, which was under reconstruction, collapsed. According to the Moscow Ministry of Emergency Situations, two workers carrying out repair work were killed when floor slabs collapsed. The Investigative Committee has launched an investigation into violations of safety rules during construction work.
