Ukrainian President Vladimir Zelensky arrived in Brussels this afternoon, December 18, where he will take part in a summit of European Union leaders.

This was reported by RBC-Ukraine, citing its own sources.

"Zelensky's plane has landed in Brussels," a source in the delegation told RBC-Ukraine.

It should be noted that at today's summit, EU leaders will look for ways to allocate a reparation loan to Ukraine.

EU leaders earlier postponed a decision on using frozen Russian assets as collateral for a so-called "reparation loan" to Ukraine worth about 140 billion euros.

They plan to return to the issue during the summit on December 18-19.

The European Commission's initiative was opposed by Belgium, where most of these funds are kept, fearing legal and financial risks from the Russian Federation and insisting on the distribution of responsibility among all EU countries.

According to the European Commission's plan, the assets of the Russian Federation will not be confiscated, but will be used as collateral, and Ukraine will repay the loan only after Russia pays reparations.

The final amount of the loan, which is estimated at 130-140 billion euros, will be determined after the International Monetary Fund assesses Ukraine's financial needs in 2026-2027.

Yesterday it was reported that Belgium asked the EU to consider using emergency measures to issue a common EU debt to help Ukraine.
