Among them are security guarantees similar to NATO's Article 5.
Ukrainian President Vladimir Zelensky has named for the first time 20 points of the "basic document on ending the war" while speaking to journalists. According to him, this is the agreement that previously had 28 points, writes "Suspilne".
Agreement clauses include:
confirmation of Ukraine's sovereignty;
strong security guarantees;
the number of the AFU at the level of 800,000 in peacetime;
the US, NATO and European signatory states will provide Ukraine with security guarantees similar to NATO Article 5;
Russia will enshrine a non-aggression policy towards Europe and Ukraine in all necessary laws and ratification documents;
Ukraine will become a member of the EU at a certain specifically defined time and will receive short-term privileged access to Europe's market;
approval of a robust global development package for Ukraine;
Ukraine will accelerate the process of concluding a free trade agreement with the United States following the peace agreement;
Ukraine confirms that it remains a nuclear-free state;
Ukraine will hold elections in Ukraine "as soon as possible" after the agreement is signed;
Zaporizhzhya nuclear power plant is planned to be managed in a joint format by three states - Ukraine, the United States and Russia. Zelensky said that this issue remains one of the most difficult in the negotiations. According to him, the Ukrainian side is in favor of joint control over the nuclear power plant only together with the United States, while Washington insists on a trilateral management format;
for the agreements to come into force, Russia must withdraw its troops from the territories of Dnipropetrovsk, Mykolayiv, Sumy and Kharkiv regions. In Donetsk, Luhansk, Zaporizhzhya and Kherson oblasts, the line of troop location as of the date of the agreement is the de facto recognized line of contact. A potential free economic zone on the territory of Donbas is also being discussed. It envisages a de facto demilitarized zone where international forces would guarantee order and security. To approve it, Ukraine is ready to hold a referendum in the territories under its control;
beyond that, the agreement provides for Ukraine's unimpeded use of the Black Sea and the Dnieper for commercial activities, exchange of prisoners of war and return of civilian hostages, and creation of funds for the restoration of the Ukrainian economy.
Zelensky noted that Kiev is now waiting for a reaction to the discussed positions from the Russian side.
"Then we will understand our next steps and possible timeframes for certain decisions," he said.
