Belarus expands the boundaries of labor participation of all citizens to reduce the shortage of personnel. The head of the main department of employment policy of the Ministry of Labor and Social Protection Maksim Florinsky told about it at the round table "The labor market: challenges and solutions, priorities of the state," noted the site "Belarusians and the market".

"For example, conditions for youth employment have been created: temporary employment is organized, regulatory barriers to the occupation of a particular position are removed," he explained.

Students are given the opportunity to integrate training with professional activities at an early stage. Today, a student graduating from the second or third year of higher education can work, for example, as a tutor, a trainee junior researcher or a medical registrar. This erases the artificial boundary between theory and practice, creating a fundamentally new model of "study and work". This model not only strengthens the applied importance of education, but also increases the competitiveness of graduates in the labor market due to the accumulated practical experience.

Maxim Florinsky added that barriers for older people have also been removed. Now an elderly person receives a full pension in addition to his/her salary. This gives the older generation an opportunity to contribute to the country's economy and at the same time be mentors and examples for the young.

"It is worth noting the involvement of people with disabilities. Many of them are very eager to work. We offer subsidized jobs for them. Such vacancies help the applicant to adapt in the organization, and the state reimburses the employer for the minimum wage of such employees," - said the specialist.

Since May of this year the mechanism of quota of jobs for the disabled has been working. A quota of up to 3 percent of the total number of employees is established for organizations with a list of more than 100 people. For 9 months of the current year more than 500 people were employed within the quota.

"In addition, the employment service assists the unemployed in mastering new professions in demand in the labor market. The key mechanism of work is training "under the order" of the employer with a guarantee of subsequent employment. We give the unemployed not just a "crust", but a real, in-demand profession", - said the interlocutor.
