Russia has agreed to a cease-fire during the referendum on the status of Donbass, a senior U.S. official told Axios. He said Moscow had previously opposed any freezing of hostilities and demanded the signing of a final peace agreement, but has now recognized the need for a pause to organize the vote.
While Ukraine insists on a 60-day ceasefire, Russia may seek a shortening of that period, the source added. As for the Americans, according to his sources, they support the idea of a ceasefire as part of the deal, but admit that it would be logistically difficult to implement.
The US in its peace plan proposed making Donbass a demilitarized "free economic zone." Ukraine is ready to go along with this, but only if Russia also withdraws its troops from the region. At the same time, the country's president, Volodymyr Zelensky, emphasized that any territorial concessions must be approved in a national referendum.
Officials in Washington and Kiev said that, with the exception of the issues of control over Donbass and the Zaporizhzhya nuclear power plant, the parameters of the future deal have already been agreed, including security guarantees that Ukraine will receive from the United States and Europe. A senior US official confirmed that the White House was ready to send the relevant document, which is modeled on Article 5 of the NATO Charter on Collective Defense, to the Senate for ratification.
