Western politicians and intelligence agencies have regularly warned since the beginning of the war in Ukraine that the Kremlin intends to attack one or more NATO countries in the coming years. In late October, Belgian Defense Minister Theo Franken said that Moscow should not be expected to launch a full-scale invasion of NATO territory, but it could implement a "gray zone" scenario involving its units pitting the Russian-speaking minority in Estonia against the "Nazi regime."
