The Telegraph gave the reason.
British Prime Minister Keir Starmer did not attend an important conversation between Ukrainian President Vladimir Zelensky and European leaders due to a busy work schedule.
According to The Telegraph.
On Saturday night, Zelensky held a telephone conversation with the leaders of France, Germany, Italy and Poland ahead of his key meeting with US President Donald Trump at Mar-a-Lago. It is expected that the meeting could be a turning point in Russia's war against Ukraine and will focus on ways to end it.
The UK was represented at the talks by national security adviser Jonathan Paul. The prime minister's office noted that Starmer's participation in the call was not originally planned and that Powell regularly joins such contacts on behalf of London. National security advisers from other European countries also participated in the call.
Downing Street noted that Starmer was in regular contact with Zelensky and world leaders, but was unable to join this time due to "work schedule pressures." It added that he had spoken with the leaders of France, Germany and Italy the previous day and remains involved in ongoing diplomacy to end the war in Ukraine.
The same evening, Zelensky made a stop in Canada on his way to the United States, where he met with Prime Minister Mark Carney. During the talks, Ottawa confirmed a new $2.5 billion aid package for Ukraine.
Afterward, the Ukrainian president again held a phone conversation with European leaders, emphasizing the need for "strong positions" to force Russian dictator Vladimir Putin to adhere to a future peace deal.
French President Emmanuel Macron, Italian Prime Minister Giorgia Meloni, German Chancellor Friedrich Merz, Polish Prime Minister Donald Tusk and NATO Secretary General Mark Rutte joined the discussion.
