On December 8, 1991, the Bialowieza Accords were signed at the Visculi residence.
The Bialowieza Agreement ended the history of the Union of Soviet Socialist Republics. The termination of its existence was announced by the leaders of those Soviet republics that established it in 1922. On behalf of Belarus, the agreement was signed by Chairman of the Supreme Soviet Stanislav Shushkevich and Prime Minister Vyacheslav Kebich.
December 21, in Almaty, the heads of 11 former Soviet republics (except the Baltic states and Georgia) signed a protocol in which they emphasized that the Republic of Armenia, Republic of Azerbaijan, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan and Ukraine form the Commonwealth of Independent States on equal footing.
The participants of the meeting adopted a declaration reaffirming the commitment of the former union republics to cooperation in various areas of foreign and domestic policy, proclaiming guarantees of fulfillment of international obligations of the former USSR.
In December 1993, Georgia joined the CIS, leaving it in 2009 after an armed conflict with Russia.
Belarusian speaker Alexander Lukashenko has repeatedly expressed regret over the signing of the Belovezhskiye agreements and criticized the leaders of Belarus, Ukraine and Russia, who have put their commitment to the CIS in the hands of the Soviet Union. The location of its original is unknown.
"The last time I saw the original copy of the Belovezhskaya Agreement was when I signed it," Stanislav Shushkevich, the first leader of independent Belarus, said earlier. - I have never seen it again. I know that there was a facsimile copy in Russian, that is, a photocopy, which I then flipped through the documents. But I proceed from the fact that at the time of signing the Belovezhskaya Agreement, the Belarusian Foreign Ministry acted as its depositary, i.e. custodian. But the question - who and why behaved carelessly? - I still have no answer..."
Since the Agreement on the CIS creation was published in official publications, registered after its ratification in the parliament in accordance with the established procedure, it has not lost its legal force even today, despite the absence of the authentic text at the depositary, with all the legal consequences that follow from it.
