ISW: Putin Has Drastically Changed His Rhetorics About Zelensky

Russian dictator Vladimir Putin seems to be changing his rhetoric regarding Volodymyr Zelensky after Donald Trump's statements. In particular, he acknowledged that Zelensky is the legitimate president of Ukraine. This was reported by the Institute for the Study of War (ISW).

According to analysts, on February 24, Putin gave an interview to Kremlin journalist Pavel Zarubin. During the conversation, the Russian dictator said that “elections in Ukraine are not held during martial law.”

“This is Putin's first admission that Ukrainian law prohibits elections during martial law,” the ISW report says.

Putin also said that Zelensky is “toxic” for Ukrainian society and the Ukrainian military and that the head of Ukraine “will lose any future presidential elections to other Ukrainian political and military leaders.”

“Putin's claim that Zelensky is unpopular and harmful to Ukraine is an attempt to drive a wedge between the legitimate Ukrainian government and the Ukrainian military and population,” analysts say.

It is noted that Putin has previously repeatedly stated that Zelensky “is not the legitimate leader of Ukraine” after Ukraine failed to hold elections in 2024 due to martial law. Therefore, the Russian dictator said that Russia “cannot negotiate with Zelensky.”

“US President Donald Trump has said that Putin and Zelensky should negotiate, and Putin is likely changing his rhetoric to explain to Russian domestic audiences his decision to engage in any future negotiations with Zelensky,” ISW writes.

In addition, analysts added that the Russian dictator and other Kremlin officials will likely try to exploit any Ukrainian military setbacks or differences of opinion among Ukrainian officials to bolster Russia's propaganda information operation and sow discord in Ukraine.
