ISW: Russia Will Have To Make Territorial Concessions To Ukraine

The US and Europe basically agree on key issues.
Russian ruler Vladimir Putin is still not interested in meaningful negotiations with Ukraine. The head of the Kremlin believes that he can achieve all his goals regarding Ukraine by military means in the medium and long term.
Analysts at the Institute for the Study of War (ISW) analyzed recent statements by Putin and Russian Foreign Minister Sergei Lavrov about Russia's demands for a ceasefire in Ukraine.
Kremlin officials insist that the “root causes” of the war must be addressed to end it. They call the main ones the prevention of Ukraine's accession to NATO and the complete surrender of Kyiv.
Western intelligence services and some members of the US Congress are also confident that Putin retains military objectives in Ukraine and is not interested in the negotiation process.
At the same time, the President of Ukraine declared his readiness to conduct good-faith negotiations with the Russian Federation and discuss possible territorial concessions.
Moreover, Volodymyr Zelensky expressed readiness for direct negotiations with Putin, although he initially refused this idea.
Washington also calls on the Kremlin to negotiate in good faith. The Russian authorities are trying to present the positions of the United States and Europe as significantly different, falsely portraying European countries as supporters of the continuation of the war, while the United States and Europe basically agree on key issues.
US and EU officials have repeatedly said that both Russia and Ukraine may have to make territorial concessions.
Donald Trump on February 26 again stressed that Russia will have to concede in peace negotiations.
Against this background, the EU countries approved a new package of military assistance to Ukraine. The US Secretary of State stressed that Kyiv needs a deterrent to prevent a repetition of the 2022 events.
U.S. and European officials have also repeatedly stressed the importance of preserving Ukrainian sovereignty and the need for both Ukraine and Europe to participate in peace talks.
The Kremlin is likely seeking to exacerbate differences between Washington and Brussels, as well as between the United States, Europe, and Ukraine, in order to secure additional concessions in negotiations, including those that support Putin's maximalist military goals.
