According to police, the driver was a 53-year-old British man. He was detained right at the scene. Authorities emphasize: the incident is not terrorism-related and is not being treated as an attack - it is, they say, an "isolated incident." No other suspects are being sought.
The ambulance service said 27 people were taken to hospital. One child and one adult were seriously injured. Four others - three adults and one child - had to be pulled from under the vehicle. About 20 people suffered minor injuries and were treated at the scene.
