Russia To Ban Gasoline Exports After Stock Market Prices Soar To Historic Highs

Effective August 1.

Russian authorities will ban exports of motor gasoline from August 1 for two months, Reuters reported, citing three sources familiar with government discussions on the issue.

"The (ban) issue has been decided. So far it is for August-September," one of them said on condition of anonymity.

Another source clarified that the ban would take effect from the moment of signing, which could take place before August 1.

A source at a major oil company said the ban would be signed as early as next Monday.

A spokesman for Novak's office declined to comment on the introduction of a ban on gasoline exports.

In early July, Deputy Prime Minister Alexander Novak said that a ban on gasoline exports for oil producers was being discussed, but the decision depended on the dynamics of stock exchange prices in the coming days.

The cost of wholesale batches of motor gasoline at the St. Petersburg International Mercantile Exchange (SPIMEX) has been rising since the beginning of last week, the eighth consecutive trading session, with Ai-95 quotations reaching a historic high on Thursday.

In late January, the Russian government decided to extend the ban on motor gasoline exports for February for all but fuel producers.

Russian gasoline production in January-May totaled 18.6 million tons, while supplies to the domestic market totaled 15.8 million tons.

Russian exports of gasoline by rail through ports and border crossings in January-May 2025 increased by almost a quarter year-on-year to 2.51 million tons, sources and Reuters calculations showed.
